The problem: a city that triples in size before lunch

Juneau, Alaska has about 28,000 year-round residents — and on a peak summer day, the cruise ships put up to 16,000 additional visitors on the downtown waterfront at once. Every one of them steps off the gangway, pulls out a phone, and hits a cellular network that was never built for that surge. Roaming charges for international passengers, choked LTE for locals, and a steady stream of connectivity complaints landing on a city IT department that had no headcount to spare for running a public network.

The City and Borough of Juneau wanted high-density public Wi-Fi across the cruise corridor — without hiring a single additional IT person to run it. That constraint shaped everything.

The design: 60 GHz mesh instead of trenches

NorthRiver IT brought me in to spec, design, and engineer the network, and the first hard call was backhaul. Trenching fiber through a historic downtown waterfront is slow, expensive, and politically painful. Instead we built the backbone in the air: Cambium cnWave 60 GHz fixed wireless — point-to-point and mesh — lacing the cruise corridor together at multi-gigabit speeds with zero pavement cut. Under it, Cambium XE3-4TN tri-band outdoor Wi-Fi 6 access points handle the crowds, all designed in LINKPlanner and managed through cnMaestro's cloud.

The piece I care most about is the one users never see: Passpoint 2.0, delivered through my company SignalRoam. Phones join the network automatically and securely — no splash page, no password, no thinking. As Juneau's IT Director Chris Murray put it: "This would not work if people were dealing with complicated passwords. Passpoint was key." That's also what makes the network a genuine cellular offload platform: in peak season it pulled 20–30+ terabytes off the carriers' networks, which is why the LTE experience downtown got better for everyone — including the people who never touched the Wi-Fi.

The buildout: 45 days to first light

From kickoff to core infrastructure operational took about 45 days, with the full phased deployment completed across the construction window and the network running seasonally with cruise operations. I oversaw the buildout alongside NorthRiver IT and a genuinely Alaskan bench of partners — LinkUp Alaska, Alaska Electric, Alaska Communications — with city departments clearing the way. Different state, same discipline as every build I do: design it honestly, stage it thoroughly, and make the cutover boring.
